Why won't my burners heat up

We purchase a new electric range. I was required to install a 4 wire receptacle. When I took our the old stove there is 3 wire incoming, (white, black, ground) and there was a red & black coming off the incoming line. so when I hooked up the receptacle, I followed suit and ran a black line and red line of the single black incoming line. I installed the 4 lines where they were required in the receptacle and I checked for continuity after the receptacle was in place. The installers came installed the range, lights, clock come on but the burners won't heat up. In the breaker box, there are two breakers ganged for that line.
