Wire clearance from sub floor

In an un finished basement is there a rule that you must stay below a certain distance way from the bottom of the subfloor when running wires through the floor joists? Its an old home with 2 x 8 joists and with duct work it seemed better to run over the top because if I went low the wire would extend below the bottom of the joists.
I made sure all of my holes through the joist were 1 1/2" from bottom of subfloor to top of electric hole.
Where I ran over the duct work it is within an 1" of the sub floor.
I am wondering if the inspector will have the right to say something about it?

The electrical inspector shouldn't have anything to say about it.
However, (there's always a however in life), the framing inspector might.
You're not supposed to drill a hole less than 2" from the top or bottom of a joist.
There's more to it depending if you drill in the outside third or center third.
