Oregon adopted the CABO electrical code for residental occupancies.

The one difference in the CABO and NEC is the words " install according to manufacturers instructions", in the CABO manual, and " Install according to listing instructions" in the NEC.

The hot tub would have to be wired as directed by the manufacturer, in this State, or any other location that has adopted the CABO code.

I thought the AHJ can only enforce the minimum NEC requirements. . . . how could an AHJ insist on more than the NEC minimums?

The AHJ can enforce manufacturers requirements by referring to NEC 110.3(B)

"Listed and labeled eqiupment shall be installed and used in accordance with any instructions included in the listing or labeling."
