Wanted to challenge the sizing of wire am I correct that the 3/0 to the 400amp is to small or am I missing something? TIA

The two sets of #3/0's is fine for 400 amps. You could use a #4 Cu in each raceway instead of the #3.

Unless I missed something you can feed the 150KVA transformer with 3 3/0's rather than the 4 called for.

Yes I caught it right when I read it after posting need to step away from computer once in a while

Shown that way because removing an existing 400amp and using that line to feed transformer
