So we have a CNC coming in. It's 70kva at 220v. If I use a 112.5kva transformer do I need to size the primaries for the transformer or the load of the CNC after calculations and ratio changes?

For your 112.5 kva transformer the primary conductors must have an ampacity no less than the primary overcurrent device.

Size your transformer
Select your overcurrnt device keeping 450.3 in mind
Select conductors based on the OCP device rating.
