wired smoke alarms

I'm wiring a new home that's located in a very rural area of the county. I told the owner that wired smoke alarms are required for new construction. This is true in the nearest large city, because they put it in the local code, but believe it or not, there is no inspection or permit required for this rural area. Is there a reference I can quote to him to show that they are required? Anyone---help!

As has been mentioned, it depends on what building code is applicable in your area. If the International Residential Code applies, the reference would be section R317 for the 2000 edition, or section R313 for the 2003 edition. Under the 1997 Uniform Building Code the reference would be section 310.9.1
