Wireless arrestor grounding

Situation; Wireless router in an enclosure and antenna mounted on a rooftop AC unit. (convinience store)

Condition 1; POE cable through an arrestor
Condition 2; metal backplate in the enclosure with bonding lug.
condition 3; no intersystem bonding termination.

I want to verify the code requirement for grounding point of attachment.

830.100 A(3) B(2-7) states that the only acceptable grounding point must be at the main service (more or less) I cannot find anywhere in the code that would allow this situation to be grounded to anything on the roof.

It is required to be attached at the building ground (main)
Does anyone have a code section that would even imply that it could be connected anywhere else?

The grounding point does not have to be at the service equipment, but it does have to be at or on the GES side of the main/system bonding jumper (i.e. you can't bond to an EGC or grounded conductor on the load side of main/system bonding jumper). You can bond to a GES electrode or one of its GEC's if closer than the service equipment. Doubt you will find any on a roof top ;)
