Wireway or Junction Box

I used this image mock up for a pre-inspection to make sure inspector was onboard with it. He didn’t have any issues but he also couldn’t guarantee he would be the one coming for final. (He was fine with blocking vent).
My question is if the 10x10x6 Nema 3R is ok with this many ‘spliced’ conductors or is it a wire-way subject to derating because more than 30ccc’s.
I would be feeding the Junction box with a ≤ 24” piece of 2” EMT. I’m assume 60% fill because of this and zero derating for this section. Rain-Tight listed fitting into top of Nema 3R.
If this is allowed I just thought it would be easier than torturing multiple conduits due to KO layout on bottom of panel. Inspector also said he did not consider area below panel to be subject to physical damage fwiw.

A junction box is not a wireway. The derating applies when the nipple exceeds 24". Since you're saying it 24" or less then no derating applies. Also you've correctly applied the 60% fill where the nipple doesn't exceed 24". Can you shift the box the the left to avoid covering the vent?
 
Large 45º concrete quake / foundation bracing poured under house in that corner, then a floor joist at left very close to corner as well running perpendicular to side in image. I will be leaving approximately ½ of vent uncovered with box in place (would prefer to use a 12x box but 10X should suffice while allowing more vent space). Took a walk with inspector and those double vents repeat frequently so he was satisfied.
