Wireway sized as a pullbox?

Currently we have an installation where there are two 225A subpanels in a Garage. Underneath these panels is a 8x8x36" wireway connected to the subpanels via 2" nipples. The feeder conduits, two 3" RNC, land in the bottom of the wireway. Now my understanding of the 2002 change is that the wireway must be sized like a pullbox. Depending on the pull it could be 6 or 8 times the size of the feeder conduit. Clarification anyone?

You are correct, however I do believe this requirement is in the NEC 1999, but is just worded different. (See 362-6, 362-20 for the 99 and 376.23(B), 378.23(B) for the 02) I don't believe there is a significant change, just a clarification.
