I realize this my point was that it is possible for both switches to be in the same position when the light is on. In contrast since the switch isn't maked on and off if using as a single pole then it would be possible to rotate the switch and down would be on and up off. Also in her situation the white had been used and not remarked.

If you are still troubleshooting this...
Do they also both have to be in the down position for it to turn on or does it only work when both are up? Have you put a meter on your wires to determine which is the hot? Or if it is in fact a switched neutral? Also while you have the boxes open you can ring your wires to determine where the rest of them go and mark them for your knowledge in the future.

AS my post stated it would have to be installed as a single pole switch. Which the (2) terminals are always installed favoring the right side of the box.

It is ok to use the white wire as a conductor if it is re-identified with a black marker or black tape. As for your switch problem sounds like someone has connected the line or load to one of the traveler terminals.

easiset way I was once told to keep on in the up position on a 3way is put the ground screw on the left when your facing the switch

Bigjohn I never insinuated that you were incorrect I mearly was stating that if a person wasn't careful that they could end up with an Upside down switch when using a three way as a single.

Southernboys,
as big john stated if both switches are installed in the same manner then both switches will be in the same position when on but,
you can't keep up on in a three way no matter how you install unless you only use one of the switches.
Example..
Switch A is up. Switch B is up. Light on.
Switch A is then turned off (down). Light is to be turned on from Switch B well it is still up so now it must be pushed down to turn the light on. Now
Switch A is down and Switch B is down light is on.
What you are accomplishing is consistent installation that will cause both switches to be in the same position when turned on.

ok I give up.
If the switches are in opposite positions the light will be off. Whether BOTH are up or down the light will be ON.

IF installed and terminated the way I stated.
Yall try it and teach your apprentices this.
I guarantee if it does not work you will trouble shoot it 10 times faster.
