Wiring a plasma cutter- DIY 220 v 30 amp plug to a 220 v 20 amp cutter

I'm as beginner as beginner gets with electrical. First question is can I run a plasma cutter rated at 220 v 20 amp on a 220 v 30 amp breaker.
The output on the cutter is 50 amp.

Next question. My 220 v 30 amp plug has two hots, ground and a neutral.

My plasma cutter has two hots and one ground only- no white neutral.

How do I connect the two together.
