You could use the RGS as the ground and meet code. Of course you need a way to connect the RGS to the pole in a code compliant way that grounds the pole.

Ahhhh.....so conduit never makes contact with a pole light secure( it just stubs up or end in a box below the pole) like as if it is connecting to box etc. so what would you do...a bonding jumper or something like that?

It can be done, but I have not done it for pole lights. 250.102 I think.
