Obviously, the transition from arc flash to arc blast phenomenon during a short circuit depends on the incident energy released per unit time. Over 40 cal/cm^2 incident energy may be tolerable with a PPE if its release is relatively slow but not if its release is very fast:it depends on how severely the surrounding air is heated by the arc as in a lightning blast.
