Wood Shop Classification

I am looking into the classification of a cabinet making wood working shop. I heard that the area could be de-classified if there were appropriate dust collecting equipment installed, but have not tracked down the actual code reference yet. I also heard that only the area within a 20ft. radius around the wood working equipment needs to be dust-proof. Can anyone point me in the direction to a code reference to prove these?

Secondly, the NEC 2002 Handbook describes wood flour (dust) as a Class II, Group G location; but has sawdust and wood shavings under Class III. Does anyone have an opinion on the difference between sawdust and wood flour (dust)?
