Working space above panel

Hello everyone, as depicted in the image, there is a transformer positioned above a panel. The gap between the panel and the transformer measures 2 feet and 9 inches. Upon reviewing section 110.32, it appears that we require a clearance of at least 6 feet above the panel, is that correct? Furthermore, if the transformer were not present, the ceiling height remains insufficient at 6 feet.

Is it permissible for the transformer to be installed in this location?

110.26 requires clearance 6 ft above the panel OR to the structural ceiling whichever is lower and that area is for the depth and width of the equipment so if the transformer is mounted so it is not over the actual panel it will be fine

Its not uncomon to find them 6" or 8" off the wall to provide clearance.

That's not an issue. You don't need 6 feet of space above a panel. But if there is more than 6 feet from the top of the panel to the ceiling, the first 6 feet can't have any equipment "foreign" to the electrical installation.

I agree with those who said that the installation shown in your image is code compliant.

For instance, in this image, let's say A equals 2'-9'' and B equals 9 feet. If we consider A, there isn't 6 feet of clearance, so it doesn't comply with the code. However, if we consider B, we have 9 feet, thus complying with the code.
 
It appears you may be confusing working space clearances about equipment and dedicated equipment spaces.

The panel requires a working space height of 6'6" in front of it. If the transformer is above that height it's code compliant even if it within the 6' dedicated equipment space.
