Working space in front of panel.

This is a photo taken at an apartment building constructed in the 1960s. Was this actually allowed at the time? Panel over sink.jpg

Whoever put it there allowed it.

Other than working space, what is your objection.
Would you like to reach into a live panel while leaning against a presumably grounded stainless steel sink? :eek:
 
Mishandling that hose sprayer could shoot water directly up into that panel since it doesn't look like the door seats properly.
 
Code violation - working space in front of a panel must be from the floor to a minimum 7 ft. ceiling. No switches or receptacles are allowed in the wall behind a sink or cooktop, panels are not mentioned, but I think no inspector would allow it, even in the 1960s.
