I was wondering when we terminate the power cable 120 V or more into an equipment, do I still need to have 3' space in front of the cover that the cable is terminated?

Those are the key words, and if taken to extremes can require working space in front of most anything.

Especially if you look to the industry standard of care...NFPA 70B, NFPA 70E, manufacturer recommendations, NETA, NECA, etc.
