The amperage rating of the board means nothing. What matters is its nominal voltage to ground. Also, when you talk about the side of the gear, I presume you are talking about a side to which a maintenance person would not need to gain access. When we speak in terms of working space, what matters is how much room the worker would have, while the covers are open for inspection or maintenance, between the front face of the board and whatever would be behind the worker's back at that time. There is no rule about clearance to the side of equipment, unless the manufacturer wants some space left open (e.g., for ventilation).
