... the fourth wires both from the motor and that Hubbelock were tied together and to chassis err earth ground of the system, no neutral involved.
It sounds like the EGC was being used as a neutral, and, if I'm not mistaken, the motors "neutral" point should be left floating, like a Y transforner primary.
 
Finally was able to chisel into the motor housing (wired for 440 of course!) The "neutral" line went nowhere on the motor, it was just tying the chassis of the motor to the chassis of the lathe with no real electrical connection points.

Wiring on the motor is in good condition, the old cloth covered wire with brass-stamped marker tags on each wire instead of a modern tape flag. Pretty neat.
 
Just to close this thread, I did make it out alive! Had to rewire the motor from 400V to 200V and after that it all went fine. Temco phase converter ran quiet, things run in both directions, nothing gets hot, nothing tripped. Thanks guys.
