WWTP plant handrail grounding through GROUNDING ELECTRODE

We are working on an existing WWTP that lacks a grounding ring. Should one be installed and connected to the stairways and handrails?
 
What you are asking about is more about a lightning protection system. If the service is grounded per Part III of NEC 250 all is well. The NEC does not require a ground ring but it is a recognized electrode.
 
Agree. Only equipment grounding is to be provided with a ground wire in the feeders to MOV circuits.
