Wye Delta -vs- Star Delta

Greetings,
In terms of Reduced Voltage 3 phase motor starters, how do Wye Delta and Star Delta configurations differ? (I understand the former.) Also, what NEC articles apply specifically to motor starting?

They are the same thing, just different terminology.
