Y-Y solidly grounded Primary and Secondary?

I don't see any grounding of the neutral point in the diagram. It shows the primary neutral connected to the secondary neutral, but it's labeled 'neutral disconnect.'
In most uses, the primary's neutral point should be left floating, and connected as a Delta load, although the POCO doesn't seem to leave it floating in their installations.
I'd read the instruction book as recommended on the label. If you don't have it, contact Westinghouse.

I always thought the POCO grounded both the primary and the secondary. Multipoint grounding...

The nameplate only shows that a single H0/X0 bushing is available. It does not say that bushing needs to be solidly connected to ground. It really depends on the primary service. However, it would be very unusual, and present some issues, if this type of Y-Y connection is used on any system that is not solidly grounded on both the primary and secondary. But, if the H0/X0 neutral link was removed/broken, then the transformer could be used in almost any application.
The picture of the wiring compartment, leads me to believe the system is solidly grounded.

Do you see the HO/XO on the right side of the cabinet, just to the right of H3
