I understand that and if the permit is based on the cost of the job it makes sense that he asked, I also notice he was nice enough not to fine the guy for no permit.

Now that said, once he determined the price on the permit was accurate he should not be telling the guy he does not charge enough.

The counties I work in charge a flat rate for different task. 200amp change out/upgrade $100.00 for the permit. It makes no difference what I put on the permit as far as cost. I could put in $10.00 or $10,000.00 same price. Most EC will put in lower rates because the permits must be place in a public area so that any one can look at the permit at any time. This takes the price of the work out of the equation as far as the inspectors are concerned.

We are going to look into requiring a copy of the signed contract in order to pull a permit so that we hopefully get the correct amounts. One of the large cities next to us has been doing that for years. They also don't give out warnings, they just fine you immediately if caught working without a permit.

You don't have to agree with my conversation but until there is a state or federal law that prohibits that then I am not concerned. Aware of any?

Ivsenroute as far as I am concerned. I don't think that you are off base here. If the subject was brought up by the EC then I think is was a fair response for the you the EI.
Maybe this guy needs a wake up call so that he can continue to feed those 5 kids.

As far as not pulling the permit up front around here the state board will investigate you and make your life difficult. Trust me I made that mistake once.

No, you talked to him as another EC, and he asked you for information.
Yes, we have to supply a copy of the contract, on jons over the dolllar limit in the board rules, you would be supprised how many EC work without a contract!

Do you work in the Moscow, Sterling area, or Factoryville?

satcom, I do not have the contract for those areas as an electrical inspector however if you have any utility driven inspections for reconnects that are not required to be under permit then I can do the inspection. As soon as you need to pull a permit for work then the jurisdiction must do the inspection.

If you work in any opt out community then I can do all inspections except for commercial because L&I must do them. I can do commercial anywhere else.

Here is a PA example:

A municipality did not have a formerly adopted code that was enforced with a building department prior to 1999 or does not have any ordinances that were approved by L&I.

Act 92 allows almost any repair to a home other than structural to be performed without a permit so if you rewire a house in one of those communities you technically don't need a permit.
