Yet Another AFCI question

Hello,
I'm a contractor dealing with mainly interior projects.
I recemtly completed a home gym with new wiring for receptacles and lighting.
Permit required arc fault breakers.

My electrician put in sub panel . We have had standard breakers in for the duration. Upcoming inspection had me install the AFCI breakers.

2 20 amps for the receptacle circuits
1 15 amp for the lighting

Receptacles are fine... lighting keeps tripping

The home run goes to a junction box where its tied to 2 runs. One goes to a 3 way switched stairwell lights.
Other goes to a double switch controlling 11 recessed lights.
All recessed lights have LED bulbs, one of the stairwell lights is an incandescent bulb.

Its tripping with various conditions.

I've separated the 2 lined individually and both areas will trip the AFCI breaker
If I turn off the lights then reset the breaker then turn on the lights they will stay on, until a switch is operated then it trips.
I connected the home run to one of the 20 amp AFCI and it holds
I've also replace the breaker...same result

It's a Siemens panel and Siemens breakers3
They have LED diagnostics. The LED is indicating an overcurrent trip.
On a standard 15 amp breaker, it holds.
I've been back and forth with my guy on the phone and we cant isolate a problem.
We are supposed to look at it soon but any ideas would be appreciated.

Your electrician needs to be handling this in person not over the phone. That's about all the advice we can give.
