The "Whats new' link on that site is dated 2002, but there was a proposal for the 2008 NEC about a product like the one in the link.

Sounds like more snake oil to me. There concept of what happens inside of a breaker when turned off may be plausible. But welcome to the real world. In your own home how many times a day do you go and turn breakers on and off just for the fun of it? How many times in a commercial or industrial setting are they turning on and off breakers for no reason? The only time I could see it is if the breaker was being used as a switch and then it should be rated for that application.
On the other hand I see it as being a good money maker. With the electronics inside I can see surges from lightning taking these thing out every time.

Ahhh ceb ....... it is not about the breaker being turned on and off it is about the load on the breaker being turned on or off.:smile:
But I don't know if it is snake oil or not.
