I believe that most (if not all) 15-amp receptacles are rated for 20-amp feed through.

That is correct, UL and the NEC are in line as far as 15 amp receptacles installed on/in 20 amp circuits.

And after all this time I wasn't allowing cellphones on my jobs because they weren't getting work done. This is a good reason to not allow them as well.

Don't let them take breaks either, that's another reason things don't get finished.
