I will try again.

Put the NC interlock contact directly adjacent to the start button. Both the NC contact and the NO start button would be between the two wires that drop down one rung to the seal in contact.

With this arrangement when you push both of the start buttons both coils will get power and continue to receive power until the NC contact on the opposite contactor opens. It is very possible that by the time one or both interlock contacts that there is enough inertia in the travel of the contactor armatures that they continue to move and close the NO open seal-in contacts.

I just can't think of any other way that this could be wired and have is operate as the OP says it operates.
