Ground prong up was originally require back in "96" in the IEEE standard for Healthcare Facilties..

Unless it was legally adopted, or is part of a set of specifications, you can't use or rely on it.....

I think it is one of those wirenuts on the spools of #12 issues, it only matters when someone that has the power to make it a big deal decides play games with you.
