It would seem that circuits 2+8 / 9+18 / 15+24 / 25+35 / 28+34 are all multiwire branch circuits. However, I don't see losing 5 neutrals at the same time very likely.

I for one am not buying these voltage measurements. It would be impossible unless some of the breakers are tripped and or not working. There is something rotten in denmark and I am calling 480 out on the carpet to refute asap.

Maybe the neutrals were terminated on a section of neutral bus that was bad/loose?
