It looks terrible and if you ever had to disconnect one it is a bear to deal with. Nothing against code but Dennis' Rules would chew you out for that install. :lol:I don't see any issues, not even a "workmanship" issue.

You have a cable feeding the panel and there are two conductors from breaker 1&3 that seem to go the lugs at the bottom of the panel.
besides, where is the workmanship manner?
I wonder if they untwisted the end to connect them to the bar? Or did they shove all three or four of them in the same hole?

If the split base is more than the top 2 breakers than I agree esp. with the configuration. You could however add breaker ties and be compliant.This is a main panel.
The top 8 breaker positions are all labeled "Mains" (guess they were intended for (4), 2-pole breakers, though (6) single-poles and (1) 2-pole are in those positons). The 60-amp "Lighting Main" services the bottom breakers.
I also think, based on this configuration, that a main is needed.
