True, but that has nothing to do with loads on the UP panels. We don't know what they are, at least I don't.You panel schedule shows all 120 volt spare circuit breakers and clearly states 3Ø, 4 Wire which includes a neutral.

Agree. Going back to my original question - Where does it say a neutral is not, or is for that matter, required for the 100A-3P breakers feeding the other UP panels? The schedule for the panel we can see obviously has one.Yeah, this panel is UP-33A which requires a neutral. Not sure where is says that the other panels 33B and 33C do not require a neutral. It likely would not tell you that on the UP-33A panel schedule.

Yes it is a 3P4W panel but why should that have anything thing to do with the load the breaker is feeding in that panel?I'm thinking that it doesn't really matter whether or not there are neutral loads, the schedule clearly says 4W or 4 wire which is what the OP is asking.
