Is there a question here? This is a new section in 2020 NEC, but not really any new "requirement" just moved from 310.15(B)(7) and maybe added more details to the wording. But doesn't really change what was or was not allowed before.

Note that the arrow is actually pointing at the customer service conductors beyond the "normal" service point.
At first glance it looks like the note is referencing the service drop.
Might have been better to point at the conduit

Am I remembering this correct? Also ampacity adujustments can be ignored if you are bundling and circuits are sleeved less then 10feet and not more than 10% of total circuit length.
