Which code and section article address requirement for smoke detector in electrical room building commercial non high rise?
IBC, IFC don't know if it's required though

Yes, once you determine detectors and the associated control panel are required for the occupancy / facility from the Building Code, then you can go to NFPA 72 to see the how, that you need to put a detector at the control unit, power extender, etc.
