Per 110.3(C) Does all equipment have to be Listed? (in particular Power Circuit Breakers) Please provide supporting reason by code reference. Thanks in advance.

A general term, including fittings, devices, appliances, luminaires, apparatus, machinery, and the like used as a part of, or in connection with, an electrical installation.
110.1 Scope.
This article covers general requirements for the examination and approval, installation and use, access to and spaces about electrical conductors and equipment; enclosures intended for personnel entry; and tunnel installations.
110.3(C) Listing.
Product testing, evaluation, and listing (product certification) shall be performed by recognized qualified electrical testing laboratories and shall be in accordance with applicable product standards recognized as achieving equivalent and effective safety for equipment installed to comply with this Code.

Thanks. So any specific mention to using listed equipment; i.e. listed pressure connectors in other Articles of the code are merely redundant? (I understand 110.3(C) to be relatively new)
 
110.3(C) does not require anything to be listed. Read carefully what it actually says and not what you think it says.

I’ve read it carefully several times. I’m not concluding anything either way.

Im trying to understand why this would be for those doing the listing when the NEC is an installation standard.

Thanks. Any way to know how this got added in the first place and any reasoning behind it? I don’t see it in the first draft report of the 2017 edition or PC.
 
There are a few places in the Code where equipment is required to be LISTED. (680.24, Pool Lighting j boxes is an example)
All installations must be APPROVED, normally by the inspector/AHJ, and listing is one tool they can use.

It is done all the time. many things are not required to be listed by code. Some are. Some customers do not care. I can't even get some customers to farm out the extra few bucks to get their control panels UL listed.
 
Items that are required to be listed are specifically called out in article sections.
