120volt control circuits for a motor starter and floats in a sump pump. Do white conductors need to be “phased” with tape a different color?
No single conductors.Is this in a cable?
No a white single conductor can not be reidentified. Just pull in a bulk, red, etc color
4 and larger blk can be reidentified as white or gray
I don't know of a rule that the base color has to be black, but there is a rule that you can't re-identify a white.When conductors do get re-identified thru tape, other than when they start as part of a manufactured cable, is there any rule requiring black wire to be the "blank canvas"?

What about when we use NM for a switch leg?White can only be used for grounded. Or, white cannot be used for ungrounded.
