White conductor as a ungrounded conductor

Wv Master “lectrician”
120volt control circuits for a motor starter and floats in a sump pump. Do white conductors need to be “phased” with tape a different color?
 
No a white single conductor can not be reidentified. Just pull in a blk, red, etc color
4 and larger blk can be reidentified as white or gray
But white can only be used for ungrounded

When conductors do get re-identified thru tape, other than when they start as part of a manufactured cable, is there any rule requiring black wire to be the "blank canvas"?
