EGC from stanchion mounted Disconnect fed from Meter base and utility supplied power from Pad Mounted Xmfer

Singe Phase 3 wire Source from utility CO. to feed a meter and thus disconnect, The Disconnect neutral and ground rods are bonded together at disconnect This feeds a sub panel with separate neutral and ground points
The cell site has a ground ring with numerous ground rods. Do I Run ECG from disconnect to sub panel ? I have also seen where they tie sub panel grounding point to ground ring ? At what point do I have a parallel ground circuit.
 
Install EGC from service disconnect to sub panel. The grounded conductor (neutral) should be bonded at this point with all GEC’s. This provides means for fault clearing.

Parallel paths on the EGCs are not an issue. The issue is where you have multiple neutral to ground connections and there is a parallel path for the neutral current.
