What is below the switch of the recloser (bottom most vertical component)?
My guess is a surge arrestor. The bottom side is grounded, and I'm pretty sure the top side is common to the recloser switch lugs (phase conductors)

Your guess is correct
That appears to be a G&W VIPER ST

Sometimes know as a “triple single”.
Meaning it will open all three phases or a single phase at a time depending on how you want it set up with the control relay.
I set them up for single phase operate, three phase lockout.

Thank you for the response sir, I was hoping you would chime in...
Single phase operate: does that mean on a fault it will only open the faulted phase during the reclosing sequence but then open all 3 of it goes through its duration (number of clearing attempts - not sure the lingo) and fault still exists?
