Space heater disconnect

I have space heater within same room as the panelboard from which its fed from.

The panelboard circuit breaker is within sight from heater.

I see NEC 2017 section 424.19 first paragraph says the disconnecting means specified in 424.19(A) and (B) must be lockable

However in actual NEC 2017 section 424.19(A) or 424.19(B) says disconnect or be within sight or lockable open.

So should the breaker in panelboard be lockable open or within sight is sufficient.

110.25 Lockable Disconnecting Means. If a disconnecting
means is required to be lockable open elsewhere in this Code, it
shall be capable of being locked in the open position. The
provisions for locking shall remain in place with or without the
lock installed.
Exception: Locking provisions for a cord-and-plug connection shall not
be required to remain in place without the lock installed.

Ok but 424.19 first paragraph at the end says it needs to be lockable open where below attachment says ”the disconnecting means specified in 424.19…” even if breaker is withinsight

That is 2014 code error that was never corrected. Comment 17-17, for the 2014 code, was accepted to add "and shall be lockable in accordance with 110.25" in the parent text. Part of the public comment that was accepted said "By accepting this proposal the redundant language in the rest of the section can be removed." That should have removed the references to lockable in (A) and (B), but that language was never removed.

This would be a question for your AHJ as how they want to apply the section. It is my opinion that the parent text governs and a lockable disconnect is always required, however others may have a different opinion.
