Parallel SER cables

I want to use a set of 4/0 Al ser cables on load side of 400 amp meter breaker to terminate in a can over my two 200 amp load centers in basement fifty feet away then tap off with squid lugs or tregos with 4/0 single conductors for the two panels below it. Distance from can to panels is just a 6”nipple. I think this is ok because I’m maintaining requirements for parallel feeders and tap rule. What do you think? Inspector is almost on board.
 
They are on the inside through a crawl space. I thought the egc in the cables were ok if parallel. No

that’s the easy part. The whole thing driving this is I couldn’t get a 320 meter base with a 200/200 breaker section. Wound up with the meter/400 combo. Still can’t get the 320 until December
 
The article section would be 250.122(F), take note of the last sentence

The Parallel #4/0's are fine if the EGC within each cable is the correct size. The #4/0 tap conductors are too small for a 200 amp OCPD.
