Box Fill - Rab Cover

We installed one of those Arlington fixture siding blocks. The cu in of the block appears to be 6.8. We only have one 14-2 going to the fixture. The owner wants to now install a RAB Gotcha all in one (Pre-assembled two lights and one motion) in that location. On the inside of the RAB cover it states CU4, it appears that is the model number of the cover and not the cubic inch unfortunately. I tried to call RAB to confirm but have been unsuccessful. I know there is an exception in the code in regards to fixture wires that originate within a canopy under #14. I was planning to connect the to the black and white from the canopy. I was also planning on running a #14 to a green screw on the cover to the ground of the 14-2 romex. What about the pre-assembled factory connections of the motion sensor? Do I need to count the pre-assembled connection that terminate in the cover?

Why would a 2-head floodlight be any different than a wall sconce as far as conductor count? Just install it and move on!
 
I think that his concern is legitimate the way the exception is written which limits the number of non-EGC condcutors to 4 or less.

But there are only 2 fixture wires that enter the box. The others are part of the fixture and stay in the canopy.

What two fixture wires? The NM cable conductors are branch circuit wires and don't meet the exception because they're #14.

The black and white from the RAB light. The other wires in the canopy don't need to be counted.

The box is 6.8 cu-in which in enough for the 14-2 nm cable.

Ah that makes sense but unless there is a marked volume on the canopy I don't think that it really matters you have to count them all against the 6.8 cu inch box.
 
What‘s the final verdict in your opinion? The exception states “terminates within that box”. Would you interpret that to mean that the majority of the fixture wires terminate in the canopy and not the box? Meaning only one black and white wire from the light terminate in the box and are exempt from the calculation? Just trying to confirm

My opinion is that it's all part of the fixture, and we just install it like a proverbial black box.
