Can one install stranded bare copper as grounding electrode conductor or not? Electrican says they dont make #1/0 awg copper.

They make 1/0 copper, but maybe not bare 1/0 copper. But so what? A GEC is not required to be bare, just allowed.

Used lots of bare 1/0, 2/0, and 4/0 bare copper for underground industrial grounding systems.

They certainly make it, just probably not a stock item at many supply houses.

From context, what the OP meant was that they supposedly don't make bare #1/0 solid copper, so the electrician wants to use bare #1/0 stranded copper.

That's the way I read the question. It can be stranded even if it is bare.
