Dwelling Exterior Wall Wet Location

No, not inside the wall
Please refer to article 100 definition of a wet location.
We see many interesting AHJ requirements that are incorrect. This one would top the list

I have an inspector stating the NMB cannot be ran in the exterior walls of a dwelling or bathroom, because they are both wet locations.
Holy Banana! That means every house I wired and inspected is doomed to fail!!!!!!!!!!
No. The inspector is waaaaaay wrong.
Please invite your inspector to join this site.

Maybe the plumbing inspector was filling in for electrical that day. As some areas don't allow plumbing on the outside walls due to freezing. (y) Altough nothing to do with it being a wet location.

i have an inspector stating an electrical panel cannot be installed in an insulated cavity in a home garage
It may have something to do with fire getting air through the panel.
I had one like that. I installed drywall up and down the bay. Then surface mounted the panel and all the wires up and down on top of the drywall. Then they drywalled around it. It made a chase. Sealed on both ends with firefoam.

If it installed in the common wall, the building code doesn't allow it. Some jurisdictions don't care. Mine didn't.
It could also have something to do with your energy code.
