Dwelling Exterior Wall Wet Location

No, not inside the wall
Please refer to article 100 definition of a wet location.
We see many interesting AHJ requirements that are incorrect. This one would top the list
 
Does this inspector actually know what the definition of a wet location is? Obviously not.

Maybe the plumbing inspector was filling in for electrical that day. As some areas don't allow plumbing on the outside walls due to freezing. (y) Altough nothing to do with it being a wet location.

It may have something to do with fire getting air through the panel.
I had one like that. I installed drywall up and down the bay. Then surface mounted the panel and all the wires up and down on top of the drywall. Then they drywalled around it. It made a chase. Sealed on both ends with firefoam.
 
Tell him, don't worry about it, if the wall is that wet, the dry rot will make the house fall down before the NM fails from being wet.
