Now if the service conductors are larger coming from the power company (600 kcm)then, imo, the bond must be based on the larger size conductors, thus 1/0 copper or 3/0 aluminum
From what the OP described the 600 kcmil conductors are feeding the meter after the service point so they're not on the POCO side.
 
Interesting. I've never come across a water system that comes in as plastic and is distributed as copper. If it's not all metal, including the water service, does it count as a metal water piping system? I've never run across this so I am quite perplexed.
In my area PVC water service with copper interior piping is the standard for custom residential projects. Production housing is now mostly PEX for interior.
 
It’s been a very long time since I’ve been in a house that doesn’t have pvc water coming into the house. This one has a pvc well coming into and some copper water lines through out the house.

Older homes with wells typically had interior metal water piping systems with PVC pipe coming from the well. If there is not a complete metal piping system and only small sections of metal pipes within the home bonding the small sections is not required.
