I've been working in the electrical field since 1972 and I have never seen this before. This panel was at the end of a residential fixed pier prior to the gangway going down to a floating dock.
but the inspector said "separate the neutrals and equipment grounds"![]()
LOL, I just can't see the Grounding wire for the Biggest Service.

What did you read off the panel, and what was the orginal problem that you opened it up ? :roll:

Is this panel grounded to anything other than a ground rod?

Before you did, did you actually verify that the whites are grounded conductors and the greens are grounding conductors?
It's because of work like this that we need inspectors. Assume no permit pulled for this one.

At least pull the lugs off the bus bars and use them somewhere else!![]()
