2017 NEC Subpanel (not in building)

does the 2017 code require 2 ground rods for a subpanel when it is located outside (not in a building). also what is the code article pertaining to this?

The requirement for ground rods at a separate building was in the NEC when I started in the trade in 1978, and likely many years before that.

the situation is a main panel containing 20 spaces and feeds rv sites. a 100 amp sub panel was added about 110 feet away from the point of service. all of which don't attach to any buildings. the new 100 amp sub panel is free standing and will service 3 rv spots as well as a pole barn made of wood. again there isn't a building for any of the panels.

in that since every rv location would require a GEC. each rv site has a panel with single 20 single 30 and 2 pole 50 breakers. that would put 300 ground rods in just so satisfy that.
