2020 NEC Equipment Ground for Ranges and Dryers Receptacle Replacement (Need Clarification)

NEC never permits re-identifying a conductor as an EGC, those must always be bare, green or green with yellow stripes, and for most part is not allowed to re-identify any those three for any other purpose either.

That said, the electrons still don't care what color insulation is, it will perform as it has been connected, any color requirement is only for identification purpose.
250.119(B) Multiconductor Cable. Where the conditions of main-
tenance and supervision ensure that only qualified persons ser-
vice the installation, one or more insulated conductors in a
multiconductor cable, at the time of installation, shall be per-
mitted to be permanently identified as equipment grounding
conductors
at each end and at every point where the conduc-
tors are accessible by one of the following means:
(1) Stripping the insulation from the entire exposed length
(2) Coloring the exposed insulation green
(3) Marking the exposed insulation with green tape or
green adhesive labels

That said, this is in a residential install. So does that qualify as "Where the conditions of main-
tenance and supervision ensure that only qualified persons service the installation"? Also, qualified is quite a vague term.

That conditions of maintenance and supervision that sometimes comes up for some circumstances in any section of the NEC is almost always rejected by EI's around these parts, Some larger industrial establishments that have full time electrical persons are about the only places that they will allow use of such sections.

Thank you for the feedback. You were spot on. It is not a multiconductor cable, but rather individual THHN. So it does not satisfy the conditions. I am still working on location and it's 6 ft of wire - easy to change out. This is the first time that I have been in this situation and it is because all of the local retail suppliers were out of green 10. Found a small piece yesterday and I will replace. Meanwhile, they have been using it for a week so they appreciate the temporary code violation.
