To give my answer to your wrinkly question, George, I would call the installation non-compliant. As I see things, when you start with a circuit breaker, and end up with so much as a single receptacle that serves a kitchen countertop (or in your case, an island), the fact that you are serving that receptacle causes the circuit to become a SABC. Once you are in that arena, the "no other outlets" requirement comes into play. That tells me that no outlet that is powered from that same breaker can be served, unless it falls within the list of SABC outlets. The fact that you introduce a fused switch into the circuit does not alter the fact that a SABC breaker is powering the disposal.
