250.122(b) sizing ground

If it’s 15 through 50 amp lighting circuit I'd just use a GFPE breaker and a regular sized EGC, if more than 30ma needs to flow on the equipment ground continuously I'd want to know why.
In a perfect world yes. In my scenario it’s not a GFPE.
 
For the record it’s not my job we’re on and 10 AWG was used I just want to know for my own sake.

My thoughts: One luminaire failure potentially takes out the whole circuit instead of a supplementary in line fuse isolating the problem area. And probably trips it before the fuse blows so when you try to reset it shuts down the whole circuit again.
